Sin-1 (n2/n1) = the critical angle so water is about 1.33 I believe and air is like 1.0003 when light goes from a slow refractive index to a fast refractive index which is how fibre optics passes signals through for your wifi

what? It's just total reflection. It's like the second thing you learn about optics when you go to school and have your physics class. You can do the same thing with a glass of water. Just look at the water surface from below at a shallow angle and it will reflect all light. No need to submerge your headlamp in filthy harbor water.

To test the speed of light in one direction you need to set up a triangle. let say point A, B, and C have point C shot a beam of light at A and B and clocks starts at points A and B. Then when clocks start, A and B shoot light at each other at the same time then stops each others clocks and see if you get the same time.

As for transmitting an image using fiber optics, the technology has actually been around since the 1950s.
